GA(AR) Department is one of the most important department among the various department in the State. The main objective of this department is to bring reforms for better and brighter future of the State of Tripura as well as different types of development in the State and this department is continuously trying best to give a corruption free administration.

Some important works of the GA(AR) Department;-

1. Work study in various Departments.
2. Undertaking programmes of planned reviews as a means of identifying areas where detailed studies are likely to prove significant and effective in bringing about improvements.
3. Undertaking studies of organization and methods of working.
4. Assessment of staff requirements under new schemes involving creation of posts.
5. Evolution of work norms.
6. Devising schemes of delegation of financial and cognate powers for –
   1. Administrative Departments of Government.
   2. Executive Heads of Departments.
   3. Field Offices below the Executive Heads.
7. Preparation of Departmental Manuals, Handbooks, Standing Guard File etc.
8. Designing appropriate forms for submission of different kinds of proposals including weekly, fortnightly and monthly returns of pending cases.
9. Undertaking inspections and test checks to ensure observance of prescribed rules and procedures.
10. Administrative Reforms including re-organization.
11. Maintenance of old records of the Government Secretariat.
12. Surplus Pool – absorption of surplus staff.
13. Service Association.

There are 4(four) sub-ordinate wings under GA(AR) Department these are Vigilance Organization, Commissioner of Departmental Inquiries (CDI), Tripura Information Commission and Tripura Lokayukta.

A)  Vigilance Organization;

            The “Enforcement & Anti-Corruption Organization” under the Government of Tripura was re-designated as “Vigilance Organization” on 01-12-1982. The main function of said organization is preliminary enquiry against the complaint. Based on their finding Disciplinary Authority take action as per CCS (CC& A) Rules, 1965.

         Some important works of Vigilance:

1. All matters relating to eradication of corruption.
2. General advice to all Departments in processing of departmental inquiries.
3. Vigilance Commission and Vigilance Committee.
4. Enforcement and Anti-Corruption Branch.
5. Reports and returns of vigilance work.

B)  Commissioner of Departmental Inquiries (CDI);

Commissioner of Departmental Inquiries wing was established in 6^th November, 1978. Shri S.K. Saha, (Judicial Service) was the first Commissioner of Departmental Inquiries and Shri S. Bhattacharjee, TFS Addl. Commissioner of Departmental Inquiries.

        Some important works of CDI:

       Disciplinary Inquiring Authority enquires into the charges of corruption framed against the government official and finds the fact.

 C)  Tripura Information Commission (TIC);

            The Tripura Information Commission came into existence in the year 2006 and started functioning from 19^th January, 2006 after the passage of the land mark legislation the Right to Information Act, 2005. Under Section 25(1) of the RTI Act, the State Information Commission shall, as soon as practicable after the end of each year, prepare a report on the implementation of the provisions of this Act during the year and forward a copy thereof to the appropriate government. Shri B.K. Chakraborty, IAS (Retd.) is the first State Chief Information Commissioner.

           Some important works of TIC:

           The Commissioner has got powers to receive and enquire into any complaints under section 18 of the Act. The State Information Commission while enquiring into any matte under Section 18(2) is vested with the powers of a civil court under the Code of Civil Procedure, 1908.

D) Tripura Lokayukta;

            The Tripura Lokayuta Bill, 2008 intends to establish the institution of Lokayukta to enquire and investigate the complaints by the citizens against certain public functionaries in the State for corrupt practices and matters directly connected therewith. Under the Bill the Lokayukta will have power to enquire and investigate into the charges of corrupt practices against the public functionaries as specified in the Bill and to recommend to the competent authority suitable action against them on proof of the charge/charges. The bill enables the citizens to make complaints to the Lokayukta against the public functionaries for corrupt practices with a view to curb corruption from society and bring about more transparency in public administration in the State.

The Tripura Lokayukta Act, 2008 followed by three amendments was enacted in the state on 22^nd March 2010 with an objective of providing free, fair and transparent administration to the people of the State and started functioning from 16^th Dec, 2011. Justice (Retd.) Shri P.K. Sarkar was appointed as 1^st Lokayukta, Tripura on 16^th December, 2011.
